The lap band itself is not a problem with liposuction. If you tell the plastic surgeon that you have a port they can avoid it during the procedure. If you have the right amount of fat and the appropriate skin texture, you should have perfectly good results.
I don't think there is a major contraindication to combining liposuction with a lap band. However profound physiologic changes due to weight loss are going to occur with a gastric procedure. I would suggest you wait until your weight is stable.

You can get liposuction with a lap band. You should be done losing weight and your weight should be stable. If liposuction in going to be performed of the abdomen the lap band location should be carefully noted and avoided.

It is typically safe for Diabetics to have liposuction as long as the diabetes is controlled. Your best bet would be to get surgical clearance from your medical doctor or endocrinologist before preceeding.
