Don't worry, Just getting tum. local  liposuction will make that tummy look so much better and is easy to undergo.

You need a careful exam to figure out why you are too full in the top half before something like simple liposuction (or any other treatment) can be recommended.It could be the muscle repair was not done, or that it came undone. It could also be that there is fat behind the abdominal wall.  So first you need a diagnosis, and then the proper treatment can be planned.

it is hard to tell for sure without an examination. Based on your photos, it looks like you would benefit from a liposuction. Your surgeon is correct that excessive liposuction of the mid-upper abdominal wall can lead to complications at the time of an abdominoplasty. This is due to the pattern of blood flow to the abdominal wall skin and possible disruption of this critical area for abdominal skin survival.
Oftentimes, patients will thus have a bit of excess fat in this area following a traditional abdominoplasty. In these cases, I strongly recommend touch-up liposuction after a period of healing (6 months or so). 
I recommend Liposuction coupled with ultrasound energy (VASER) to first break down and melt stubborn areas of fat, in particular around the flanks and navel, and then excess fat can be removed with liposuction. I strongly recommend scheduling a consultation with a Board-eligible or Board-certified plastic surgeon to develop your treatment plan.

Based on your pictures, you are a good candidate for liposuction, to improve your abdomen and flanks, and I think you'll get very good results. 
In general, you need to be physically healthy and at a stable weight, have realistic expectations, be a non-smoker and your BMI needs to be 30 or less.
I recommend you to make an appointment with a board certified plastic surgeon to talk about your goals and anything you need to know.
