Is there a way to increase hair growth around my mouth (where no hair seems to grow at all)? (Photo)

I can grow a full beard, with the exception of a think mustache and the areas to the sides of and just below my mouth. See the attached picture for reference. There are hundreds of products out there that claim that they can fill in patches and make hair grow faster, however, I am skeptical of such products. Note: my current mustache is the product of roughly 4 weeks of undisturbed growth. And since I'm a natural blonde, I resorted to facial hair dye to make it more visible. Sad I know...
