It depends on what you mean by a "mini neck lift" vs a "full neck lift" but you almost certainly need a neck lift if not also at least a lower face lift if not a little higher. Hard to tell from the photos. This means at least one incision in the center under the chin and then some incisions to some degree behind or wrapping around your ear.

Hello, hope you are well. Thank you for sharing your photos and question. The best way to eliminate the loose skin under your chin is with a traditional neck lift. With this procedure incisions are created behind the ears so that the skin can be re-draped, and the excess is removed. Non-surgical treatments will be disappointing.

You have developed significant saggy skin on neck, plus the lack of definition of the jawline and the angle of the neck. You have a lot of volume on your neck as the result of the protruding submandibular glands, subplatysma fat, loose muscle, and all needs to be addressed. 
You are a perfect candidate for deep plane neck lift, trimming of the glands, trimming of the fat, tightening of the muscle and most likely you will need Mid facelift as well.

getting a lower face/neck lift under local with a little iv sedation for complete comfort and safety is a perfect procedure for you and is so easy to undergo for roughly $16,000.  I would recommend skin resurfacing of the face/neck/chest at the same time for an additional $5000. Then you would look awesome!
