I consulted with a ocular-facial plastic surgeon and he said bilateral symmetry for ptosis is very difficult to achieve.He also said I have good levator function and he would resect the mueller's muscle from underneath the eyelid so there is no external incisions. Is this a job for a ocular-facial plastic surgeon only? How hard is it to achieve near perfect bilateral symmetry for ptosis? I don't want to go down this road if the answer is yes, and have to get revision surgeries.

Since you had one attempt at revision on the left eye and the problem persists, it may be better to wait for the full 6months. Either the surgeon under-corrected the left eye both times, or the left muscle is just very weak, in which case you may have to consider dropping the right eye a bit...
It's hard to judge by this picture as you are "smizing" or smiling with your eyes.Based on the picture, I doesn't look like you would benefit from upper eyelid filler.You make benefit from ptosis surgery without blepharoplasty if the lid position is low when you aren't smiling. Less is more ...
Ptosis surgery is complex and so is its reversal but it can be done with some limitations. Discuss with your surgeon and see an expert oculoplastic surgeon.
