I am in my late 20s. I have a little fat pad present on one side of my face that bothers me quite a bit as I feel like it negatively affects my appearance. Is this an issue that lipo could reasonably fix or improve? If not, what do you recommend?

The contour issue is related to your bone, structure and early signs of facial aging. Some plastic surgeons will do liposuction in the Jowls. In that area is a branch of the facial nerve which can be damaged from the procedure. The textbook answer for treatment of jowls is a neck lift. You’ll probably get different opinions depending on who you ask. I suggest having multiple in person consultations with local board-certified plastic surgeons in your community to see what each has to say.
