You have a mild asymmetry of the brows.  In this picture you have a ptosis of the upper eyelids.  This can be improved with a surgery to tighten the muscle which will elevate the lids.  See an oculoplastic surgeon for evaluation.  They can also look at the brow to see what can be done there to improve symmetry. 

An upper blepharoplasty procedure can accomplish addressing asymmetries in the upper eyelids by removal of more skin and fat from one side versus the other. For many examples, please see the link and the video below

While the framing of your photo is slightly uneven, I don't appreciate any asymmetry of your eyelids or brows and if there is ANY it certainly would fall well within the range of normal. If you continue to feel like you receive inappropriate looks/attention, you should consult with a competent psychologist who may be able to help you develop mechanisms to better cope with this and reduce your anxiety/negative feelings.
