Yes, a filler can be used.  There are temporary ones that act as a sponge (hyaluronic acids), and longer lasting ones that are biostimulatory agents that trigger the body to produce (two kinds of) collagen, such as Radiesse, Sculptra, and BellaFill, and also Silikon 1000 injected using the microdroplet technique.
Additionally, to enhance the results of the fillers, you may want to use medical-grade skin care products, such as retinoids, human stem cell growth factors, and small-molecule technology creams/serums.  Biophotas' Celluma also is known to increase collagen production.
