Is 18 too young for brow lift? The eyebrows droop in front of my eyes, making me always look very cross, angry, and tired.

I'm 18. I have always had a problem with my eyebrows. The eyebrows themselves (NOT eyelids) droop heavily in front of my eyes, making me always look very cross, angry, and tired when I let my eyebrows relax. If I physically move my eyebrows up higher, it completely fixes it. I have always had this problem, and while I can't do anything for a while, I was wondering if surgeons would operate on me since I'm a lot younger than usual patients for this surgery. Thanks you, very much appreciated!
