Hi, if you are not having surgery, certainly you should excercise. It will not worsen the amount of breast tisse that's there, only the muscles will be affected. Make sure you don't take any illicit steroids as that can worsen it.
There's no reason not to engage in chest exercises simply because you gynecomastia. If you choose to have it treated you might need to give it a rest for a couple weeks before resuming.

I have not ever found there to be any relationship between gynecomastia and chest exercises. Doing them will not make it worse. As you body reduces, I have see gynecomastia get both better and worse depending on the fat content of the tissue
