When is best time to do eyelid revision surgery for eyelid retraction?

Hi, I want to ask a question, i did eyelid retraction surgery (upper lid) but felt that nothing changes, felt thata my eyelid is still retracted, even others don't even know that i had surgery, because my eye still retracted like before the surgery. When is best time to do eyelid revision surgery for eyelid retraction? thank you.
