hello thank you for your question and provided information as well... based in your question and the picture you showed you are a good candidate for rhinoplasty , in your case with technique open and elevate the tip.

It is very hard to see from your photos, but I have seen people develop small pustules in that area from infection around the hair follicles. I would recommend not trying to remove these things yourself, but see and ENT or facial plastic surgeon, who has experience with intranasal lesions. Cartilage generally doesn't protrude out of the mucosal lining by itself, but I suppose it could,  if your continue to traumatize it. 

Make an appointment to see your local physician to determine what exactly the bumps are. Avoid scraping or pushing the bumps so your doctor is able to examine what the bumps look like at their natural state.
