From the photograph there certainly surplus of fat in the area mentioned. Part of the prominence may be due to the weight of the breasts pushing the abdominal skin and fat in an inferior direction. Physical examination would be able to determine this. In either event I think the area could be made better by liposuction.
Thank you for your question and photo. You have two issues with the area in the upper abdomen/lower chest. There is excess fat as well as excess skin. The minimally invasive way to get improvement is liposuction to remove the fat, and radiofrequency treatments to treat the loose skin that will result from liposuction. The other, more aggressive, option is to have the area surgically removed which will leave a scar across your ribcage under your breasts. I would recommend the less invasive method, especially since skin can always be removed if liposuction and skin tightening do not give you the desired results.

We all have certain aspects that make us yunique. You happen to accumulate fat in this area and have some adhesions at the lower fold that make the accumulation of fat there make a pouch.The obvious treatment is fat removal with either a non invasive technique(Coolsculpting or SculpSure) or liposuction. Beware that the skin may not smooth out and you could be left with a skin pouch. You may need the adhesions separated or the skin actually cut outr surgically.

Liposuction takes several weeks to months for all swelling/retention to subside. I always advise my patients to NOT get on a scale for atleast 3 months for that reason.
