Can a long, flat philtrum be altered or fixed? Is it indicative of FAS? (Photo)

Nee Nee 1
Hello: I have a long, flat philtrum and thin upper lip. Is there anything that can be done? Also, I have read that this could be indicative of Fetal Alcohol Syndrome and wanted to see if that is a possibility or cause. Thank you very much.
