I want a "snatched" waist, but hoping for a procedure that doesn't require general anesthesia. What would be best? (Photos)

I’m 26 years old (female). 5’7 and 115 pounds. I am quite thin everywhere but I cannot lose my belly fat no matter what I’ve tried my entire life. I also have what I consider a strange stomach shape. I have indents and rolls even when standing. I really want a more “snatched” waist to match the rest of my small frame. I am extra curious if there are any procedures I would not need general anesthesia for as I’m quite phobic of being put under.. thanks in advance
