Orbital bone reduction and endoscopic forehead surgery? NO! Your forehead is high and it will get higher unless it is done using the Irregular Trichophytic Incision. Also your brow bone is normal for a female. 

Assuming your head is not tilted in the photo, the asymmetry is from left orbit higher than right side but best to see an oculoplastic specialist for evaluation. See following video and website link on more information about eye asymmetry. 

Definitely agree with all the other opinions about getting to a board certified ophthalmologist in order to get a complete evaluation.
