First, visit with your hematologist to get permission, then have a plastic surgery consultation. You should see your hematologist and have some testing done. Sometimes DDAVP is given before surgery. Sometimes your doctor will do a test to see your response to the medication. It is better to have all in place before the surgery. Then it is safe to perform.
Dear shanshan25,Sickle cell trait (Hemoglobin SC disease) is mostly a genotypic and not phenotypic state, meaning that it is carried in your genes, but has little effect on your physical condition. It is a mild form of Sickle cell disease and should not preclude you from having breast reduction and liposuction. Of course, consultation with your hematologist would be beneficial in terms of optimizing and clearing you for surgery. Good luck!

It looks like you had some loss of tissue in that area which is not so uncommon. You should follow what your plastic surgeon says. I would though recommend ScaRxTape.com for your incisions to minimize them. I recommend that my patients use it for at least a two to three month period.
