I'm getting a fat transfer breast augmentation with Lipo next week my surgeon told me that after the surgery I was going to have a bulge can I fix this with exercise

Depending on the extent and expertise in liposuction of the abdomen you may or may not have residual buldge. liposuction will not address laxity of the muscle. You may need an abdominoplasty but need to be examined for proper recommendations of course.

Answer: Fat Transfer to breasts I prefer to use breast implant for a more reliable result. Harvesting the fat will reduce the overall volume at the donor site. Depending upon how your stomach looks preop will determine how it might look afterwards.

Answer: Effect of fat transfer on abdomen To the extent that some fat is removed, you will lose a small amount of abdominal volume but bulging is due to weak musculature and that will not be corrected except with surgery. Exercise is always good but will not fix this issue.
