How to fix negative canthal tilt and make eyes look more almond shaped?

I would like to make my eyes look more feminine and less sad. I saw great results with using threads (i.e. last picture) but I would like more reliable and permanent solution. What procedures could lift my outer eye corner and make eye-shape more catlike/almond? Would I also benefit from filling out my tear through with fat?
