Can I get fat transferred directly to the thigh only?

Yes it can. Fat can be transferred pretty much anywhere there is enough blood supply and space for it to survive. The question is will it work as intended. For example, fat works better for butt enhancements than it does for breasts enhancements. This is in part because of the different characteristics in the tissue and skin of these areas.
Skin on the back of the thigh is usually a little tight so there si not much space for large amounts of fat. Maybe not enough to enhance the thighs as you might want. If you send some photos it should be easier to answer your question.
