Hopeless with IPL/BBL freckle removal, is laser resurfacing the next step for back, arms, shoulders and chest?

In the past 5 years I've done all IPL machines you can think of and recently I've done BBL with the highest power available, my freckles did get lighter but the results are far from I expect (normal white skin). My freckles are not separated as everyone's else, they are one whole thing on the arms, chest and back and it gives a dirty look to my skin. Doctors said they can't do anything else bc we've tried the highest power. Is laser resurfacing a good idea for arms, chest, shoulders and back?
