Hopeless with IPL/BBL freckle removal, is laser resurfacing the next step for back, arms, shoulders and chest?

I would not recommend laser resurfacing on any area other than the face. Although profractional treatments can safely be done on other areas of the body, true resurfacing is too aggressive for use on the body, and should only be done on the face. This is because skin on the body is fairly thin compared to skin on the face. Doing a deep enough peel to affect pigment like freckles would like result in significant scarring and permanent pigmentation changes. IPL and BBL are one of the most effective treatments for pigmentation. I sometimes use profractional laser for deeper pigmented lesions such as birthmarks. But I always counsel my patients to expect lightening of any pigmented areas, NOT complete resolution. It is very unlikely that you will ever be able to achieve flawless skin with no freckles.
