Can someone with young onset parkinsons disease with mild symptoms be considered for a tummy tuck and breast augmentation?

I am 29 and likely have yopd. Mild dystonia and tremor along with nonmotor symptoms. Only medicated with toprol xl for tachycardia because thus far I do not want to take requip! Does having a neurological problem like this prevent elective surgery? I dont want to waste time or money on a consult if it is pointless to go...
