I don’t see “lower eyelid bags”, which is bulging of fat in the lower eyelid. It appears you only have some redundancy of the skin of your lower lids and all else looks normal. This redundancy can be removed and the eyelid skin smoothed with pinch blepharoplasty under local anesthesia only. The skin just under your eyelashes is gently pinched together until the skin looks smooth, then the small mound of skin is trimmed off and the skin sutured. A suture that all under the skin is used and is removed in 5 days. Best wishes.
