I don’t see “lower eyelid bags”, which is bulging of fat in the lower eyelid. It appears you only have some redundancy of the skin of your lower lids and all else looks normal. This redundancy can be removed and the eyelid skin smoothed with pinch blepharoplasty under local anesthesia only. The skin just under your eyelashes is gently pinched together until the skin looks smooth, then the small mound of skin is trimmed off and the skin sutured. A suture that all under the skin is used and is removed in 5 days. Best wishes.
Without full face photo it would be difficult to evaluate your condition and give you a sound advice. In many young patients reason for this condition is small chin bones, condition known as malar hypoplasia. Lower transconjuctival blepharoplasty and cheek augmentation with fat grafts or implants would be one of the options to improve current situation. In person consultation with a board certified plastic surgeon with experience in this surgery is recommended. Good luck.
Under eye lines and wrinkles can occur from extra skin or increased muscle activity. Botox can be used to treat the muscle and eyelid surgery (or lasers or chemical peel) to treat the skin. I would recommend you seek a consultation with a board certified surgeon that performs both injections and...

Stop using the Tobramycin/dexamethasone drop. It is actually highly irritating and likely only going to make your chemosis worse. Your chemosis is likely due to chronic corneal exposure and drying. The corneal exposure is likely a direct consequence of your eyelid surgery. You have post...
Yes, a lower lid bleph with a skin pinch would help smooth out these wrinkles. Maybe a TCA peel as well for the finer wrinkles. This can be done in the office under local anesthesia.
