That process will create skin redundancy in the lower eyelids on many people.
This tends to get worse with age as the skin elasticity is reduced.
History of sun, exposure or sun damaged the skin allow skin deterioration to happen faster.
Does protect your skin from damage by avoiding excessive sun, exposure, and wearing sunscreen are likely to have these issues developed later in life.
There is no great treatment for this.
