I’m constantly raising my eyebrows to minimize the sad/tired appearance my natural rested eyes give me. The first picture is my normal eyes and the second is how I raise my brows to make them look. What can I do to make it look like the second picture?

Truly, a conservative upper eyelid surgery is probably the best option for you. The fullness on your eyelid is mostly herniated fat. Have you had thyroid function studies to make sure you don't have Graves' disease?
