Pannus removal after 115 pounds lost -- still have a BMI of 38 (213 lbs and 5'2.5")?

I want a pannus removal as my pannus currently hangs over my pubic area and the skin gets very irritated, even in the winter time, due to sweat. I would consider a tummy tuck if possible -- I'm a 35 year old female and would still like to have 1-2 kids (I have heard that some doctors do not recommend TTs in that case). I have been within 210-215 pounds for the past 18 months. This is after losing 115 pounds of weight slowly over 3.5 years.
