I've always had very heavy fatty hooded eyes that have been a big insecurity for me. I've gotten two blepharoplasty procedures and a coronal brow lift and I still have a crazy amount of excess fat and heaviness. I noticed after each blepharoplasty the fat in my upper eyelid was untouched and I want to address this area of fat as well as the excess fat in my brow fat pad under my eyebrow. At this point I am so desperate. Is it possible to get liposuction done on the area circled in my pictures?

From your photo liposuction alone is not a good choice. A tummy tuck with liposuction for contouring would correct the abdominal wall laxity as well as remove excess fat and skin. The result would be a tighter, flatter tummy. See a board certified plastic surgeon near you for a consultation.
Yes, you can undergo liposuction of the area as long as you do not have an umbilical hernia. Your doctor should be able to tell you or you can have an ultrasound to make sure there is no hernia there.
