I don't see how a filler could possibly do the job that an implant could with fillers being soft and not created specifically for that person's jaw, so is it pretty much just get an implant if you want a great jawline?

I think you need to decide whether you are ok with a more invasive/surgical approach. If not, the area can be treated with a very long lasting filler such as Sculptra or Bellafill with natural results.
Everyone has some degree of facial asymmetry, as well as breast and body asymmetries. What you have is very normal and genetically the right side of the body and face isn't exactly identical to the left side. Facial fillers and fat grafting is a perfect minimally invasive solution to correct this.
