Based on your pictures, you are a good candidate for a fat transfer procedure, to fix your problem and improve your buttocks, and I think you'll get very good results. 
l recommend you to make an in-person consultation with a board certified plastic surgeon for a proper answer and to talk about your goals and anything you need to know.

This area looks like you have excess fatty tissue above the buttock cheeks. Liposuction may be a reasonable solution to help improve this.  An exam in person is key.

While it would require an in person exam to know what specifically this excess consists of in your specific case, I can tel,you I have dealt with this successfully in several instances. This excess is either excess skin, excess fat or both.  To get rid of this excess would require fat removal with or without skin removal.  So liposuction will get rid of bulk, but depending on how lax your skin is, you will probably want to consider a buttock lift to remove the excess ledge of skin.  Please get an in person exam with a board certified plastic surgeon and get what answer is right for you.  I do believe your issue should be able to be corrected. 

An in person examination is needed to determine what is the bump on the buttock. Probably only fat. Treat mention is available once proper diagnosis is made

Based on the pictures  that you have provided you have excessive fat in the areas above the buttocks , you can get an improvement with re-shaping. This means reducing the areas of excessive fat above the buttocks   with liposuction and using the removed fat to enhance and reshape the buttocks; this will give you a superior result.
