How to fix detached vocal cords after a botched tracheal shave surgery?

I had a botched tracheal shave surgery a few years ago and my vocal cords become detached. My tone of voice is altered and I can't reach high notes. Can I recover my pitch with speech therapy? Or is surgery necessary?
