Does blepharoplasty remove eyebrow fat? Can the excess fat be transferred to the lower eyelid/tear trough area?

Excess fat can be removed at the time of blepharoplasty of the upper lid. However, in your case, your eyebrows are below the level of the orbital rim. You would benefit from a brow lift.

Based on your pictures, it looks like you would be better suited with a brow lift (an endoscopic one) than an upper blepharoplasty.

A brow lift is a cosmetic procedure aimed at raising the brows and tightening the skin on the forehead. While it primarily focuses on the brow area and forehead, it can indirectly address loose or sagging skin under the brow as the elevated brows can help reduce the appearance of excess skin in that area.

It does not appear you have excess skin of your upper eyelid.
To make an accurate assessment, we need to complete set of proper facial pictures. It looks like you have some brown ptosis, and a brow lift may be a better procedure than upper eyelid blepharoplasty. Removing skin and fat from your upper eyelid, will probably create a hollowed out appearance.
Fat used for grafting in the mid fade is usually harvested from other areas using Liposuction.
I suggest you avoid temptation of making your own assessment and rely on those proper training and experience to guide you through the process.
Do that I have a multiple in person consultation with plastic surgeons, facial plastic surgeons, or oculoplastic surgeon in your community.
