Keloids can regrow very easily. Once it is removed topical steroids creams should be sued to minimize the chances of recurrence.

First use combination cream of hydroquinone kojic acid steroid and tretinoin. This will lighten dark marks.If only partially effective either the q switched laser or erbium at 200 microns can lighten these dark area. I would recommend a test spot with the laser to see how it heals first.
Microneedling will safely raise small depressed scars. For hyperpigmentation can be lightened by a combination of hydroquinone kojic acid tretinoin and a steroid cream.
