This is one of many myths about hair loss. In fact, masturbation is considered normal and healthy, as it helps reduce stress. There is absolutely no causal relationship. At your age, the statistically most likely cause is familial or genetics, which you are born with. There are many treatments for this. For step one I would suggest Minoxidil 5%. You need to take it for 4 months to ascertain if it is working or not.

Genetic factors and DHT .... are related to hair loss in most men

No. Most men with hair loss have male patterned balding (MPB) related to genetic factors in combination with excess testosterone which is converted to di-hydro testosterone (DHT).  Both of these factors (genetics and DHT), play a part in hair loss not masturbation.

Masturbation does not cause hair loss. Genetic male pattern balding is the most common cause of hair loss in men.

Neither sex nor masturbation causes balding. Men's testicles make testosterone and this is metabolized into DHT, a male hormone 40 times as powerful as testosterone. When a person has genes for balding, the hormone DHT works with the gene to cause balding. The body makes an enzyme that allows for the manufacture of DHT and this enzyme can be blocked with the drug finasteride to often stop and possibly slow down the balding process because this DHT hormone production drops.
