This is a great question. Many experienced liposuction surgeons use the basket cannula to try to break up "loculations" between channels in the fat from the liposuction cannulas. I think it's a nice tool to try to get a smoother result when done at the time of liposuction. If you have had prior lipo and now have indentations, it may help free the skin from the deeper tissues allowing a space to be created for fat grafting. However, just releasing with the basket cannula is unlikely to fix an existing indentation if there is tissue inadequacy there.
The cannula used it's fairly irrelevant to the ability to correct poor results from previous liposuction. A basket cannula it slightly more aggressive which means more fat can be removed in a shorter period of time. Poor results from liposuction can be difficult at times not possible to correct.
