Abdominoplasty? Skinny fat (Photo)

I am slim, tall but have always had a fat belly & rolls on upper abdomen. I gain all my weight on belly, back & breasts first. I have a small bum & slim thighs, which makes middle look even worse. I was skinnier for a long time, but I lost weight all over & just looked emaciated/too thin. I swim intensively 3 x a week & normally do a lot of cycling & cardio at the gym, but my fat torso stays fat. Would an abdominoplasty help? Or another op? I’m 41, no kids.
