I had a complete thyroidectomy a bit over two years ago. For a while my left vocal cord was paralyzed but started working again 6 or so months after the thyroidectomy. I have my complete voice and can talk normally. I do however have mild vocal cord dysfunction(please look it up before answering if you know nothing about it). I want to have another BBL(round 2), but I just want to make sure I am able to have cosmetic surgery with VCD before being turned down(My first BBL I did not have this)

Your description sounds unusual. Best to call your chosen BBL surgeon to ask. Or seek a buttock scan then find a private practice boarded PS willing to take over your care.

Menstrual periods are not entirely predictable, and, as such, this is a frequent occurrence during surgery. It would be ideal to perform surgery after the menses, but it will likely have few implications for surgery. Labs results before surgery will alert your plastic surgeon to any anemia issues.
