Yes it is possible to undergo neck liposuction under local anesthesia after your rhinoplasty. When performing general anesthesia, it's best to separate the two procedures/ anesthetics at least a month apart.

Hello Atxgirl21,Is there a reason your surgeon wouldn't do both procedure at the same time?  Performing chin liposuction and a rhinoplasty at the same time doesn't add much time or cost.  Having them done separately does.  You may consider getting a second opinion and make sure your surgeon is board certified in either facial plastic surgery or plastic surgery since both of these would involve plenty of training in neck liposuction.  Otherwise, it is safe to have the liposuction a week later.  Your second surgeon just needs to be careful with your nose since it will still be healing. You can definitely have liposuction done after rhinoplasty.
I could be done immediately after a few days after a few weeks after or really any time at all.
The rhinoplasty will cause a moderate amount of swelling of your nose and midface.
This will lead to a very slight change in your natural facial balance.
One could argue that the face should be undisturbed in every way for the surgeon to create an harmonious and balanced result.
For chin liposuction I don't think that is really enough of an issue to worry about.
I would definitely do this in an office setting using local Anastasia with or without a small amount of sedation.
Having had General Anastasia a week before is not an issue.
I can appreciate having your rhinoplasty done by someone who only performs that procedure.
Rhinoplasties can be challenging and are best left for those who are very good at that procedure.
That said all plastic surgeons and facial plastic surgeons should easily be able to perform chin liposuction.
Ideally you should have both procedures at the same time(only my opinion).
Sometimes it's possible to coordinate two doctors working together during a procedure to avoid the patient having to have two separate operations.
Your plan sounds reasonable.
