I'm looking for a procedure that will change my eyes from how they look in the first photo to something akin to the second. Could a thread lift or fillers do the job, or is there a better procedure to get those kinds of results?

Threads are inserted along the subcutaneous plane just below the skin. The important nerves that you refer to, are much deeper below the fatty layer in this region. Therefore nerve damage is extremely rare especially when done by a trained physician.
