Combining a good liposuctioning of the neck/jawline with a lower face/neck lift would by far be your best option and can be done under local anesthesia. It would look so natural and be a huge improvement.

Yes, your results from neck liposuction should be permanent in the sense that the fat cells that are removed will not grow back, however if there was any significant weight gain, then the other fat pads (such as those under the muscle) can expand. I would caution you that neck liposuction alone may not be a great option in this case. I happen to do a lot of this kind of work and in your neck, I would seriously consider inserting a chin implant. It will not only improve your profile, but also help take up some of the loose skin that could result from liposuction alone. Furthermore, I discuss the possibility that necks like yours might require skin removal (e.g. neck lift) later if we are unhappy with the quality of the skin that results. I think it is unlikely, and I've only actually done it once, but clearly something you need to be aware of.Good Luck!
Liposuction of the neck is a good procedure that removes fat from the neck area. Once the fat is removed the fat will not come back. The existing fat that is still present can get bigger with weight gain. It is important to stay healthy and keep weight stable after any body contouring procedure. The results of liposuction are stable over time unless you gain a lot of weight. Looking at your profile I believe some of the issues you have with your neck are related to a weak chin. I would consider chin augmentation with moving the lower jaw forward or an implant. Talking with a board certified plastic surgeon would be best.
Your pictures are very helpful. You would get better results with neck liposuction, chin augmentation and with or without neck lift. The decision to do neck lift will depend on your age and skin quality over the neck area. You are not a good candidate for non-invasive treatments like Coolsculpting, Thermi thight or Kybella.
I never use drain tubes with liposuction. If you have seen a surgeon who is recommending them, I would be suspect as to his or her expertise. You ideally want to see a board certified plastic surgeon with the training and expertise to safely deliver great results.
