I have SVT (supraventricular tachycardia), and my primary care doctor said an ablation procedure isn't necessary. I haven't mentioned to him that I am cosidering getting a BA (implants) because this diagnosis is new and I want to get to the botton of it, first. If no procedure is necessary, is it possible to have a BA? What are the risks pertaining to this condition? Should I get a second opinion?

But I would suggest that you go for a consultation with a cardiologist so that he/she can make sure there is nothing to do for your heart before, during, or after surgery that would limit any risks. Ask him/her if your condition is stable enough for you to have this surgery safely. Ask him/her if you need to have any medication or cardiology procedure before to have a safe surgery.If you are cleared, you really should be sure to see a Board certified plastic surgeon and consider strongly about having the surgery in a hospital setting.
