Does the plastic surgeon numb the area to aspirate? (Photo)

I have had axillary lift 2 weeks ago, no drains, but now large amount of fluid, seroma, left side and i can hear the fluid slosshing around when i walk. Do they numb the area before inserting a very scart looking needle?
