It appears that you have proptosis of your left eye. Please see an oculofacial plastic surgeon and this needs to be completely worked up. Number one cause of unilateral proptosis is thyroid disorders.

The issue of puffy upper eyelids is best addressed with blepharoplasty. The fat is reduced leading to a more awake appearance. It is important to remove enough fat but not too much in order to prevent the undesireable hollowed-out appearance.
