some time ago I applied a very high percent TCA on my upper lip because I was (still) suffering from Frodyce Spots, what has happened now (this has been a year now) is that my upper lip color has diminished. Is there a ointment to bring back the color? It used to be as red as my lower lip

We can only hope with time the natural pigment may return! 
I’d suggest cosmetic tattoo to correct the colour, as you may have over shed the area leading to hypopigmentation which is unfortunately usually permanent.
