Your photos suggest you would benefit from an endoscopic brow lift and contouring of the brow fat pad.
It does not look like your ornital bone is too low, but your eyebrows are flat and low. Brow lift with endoscopic approach (scars hidden in the hair), or open, with the scar heiiden in the hairline, may be considered. Good luck.
You look like you are a good candidate for a lateral subcutaneous brow lift. This involves an incision at the hairline on each side and removal of skin and raising the tail of the eyebrow. Good luck!
