Surgeons who do specific procedures frequently do them better than those who do them infrequently. This is true for all surgical procedures including labiaplasty. If you like their work based on before and afters and reviews, their specific specialty doesn't really matter because residency training programs don't teach labiaplasty.
An education is required to become a cosmetic gynecologist. After that, experience and many cases become important. Cosmetic Surgery is a job where fine details are important. I think you should find a cosmetic gynocologist who has done a lot of cases.

These are usually plastic surgeons but may also be gynecologists, urologists, general surgeons etc. who have training in cosmetic techniques. A gynecologist has an advantage in familiarity with the female genital anatomy. More important is that you research your surgeon well checking out their reviews, their before and after photos and how much training did they have in this specific area. If your surgeon has the right credentials and training, as well as is experienced in performing labiaplasty and you feel comfortable with them, then his status as a cosmetic gynaecologist shouldn’t be an issue.
As a cosmetic gynecologist with 30 years of experience and as a women, I think that there are plenty of amazing cosmetic surgeons out there, but I would feel most comfortable with someone who understands the intricacies of a woman’s body. I think experience definitely plays the biggest part, not all gynecologists are trained to do cosmetic gynecology procedures, just as not all plastic surgeons are trained or experienced at cosmetic gynecology. Thoroughly research your surgeon and look at their results, do you like what you see? Ask them how many procedures they have done and what challenges they have had with different procedures? Someone with lots of experience will be able to tell you immediately approximately how many they have done and about the variance in different vaginas and how they have handled difficult cases. The key to choosing a surgeon is experience and results, if you are happy with both of those two things with the surgeon of your choosing, you should feel comfortable with your decision and hopefully look forward to beautiful results.

So definitely this would be an option for you to have a Labiaplasty done as long as you trust the surgeon. Cosmetic Surgeons usually do other body areas and might have also experience and knowledge in the female genital surgery. So it is entirely up to you whether you chose one or the other. All what you need to make sure is that the surgeon you chose has experience in the subject, has samples of her/his work shown to you by before and after photos and they hold a good reputation.
