The lump can be scar tissue or a cyst or lipoma.  An examination will help one determine the difference.  I would advise scar removal surgery to improve the condition. 

Perhaps you developed scar tissue in the lip?  This can be removed by opening the old scar and removing some of the firm tissue. This may come back, but it may not.
