This does depend where your going as there is quite a difference in costs between practices and also countries performing hair transplant surgery. However the fundamental graft numbers requires for this are should be similar to fill the cheeks and offer a fuller facial beard. As your cheeks are quite sparse you do require a larger number of grafts - circa 3,000 for this area as a guide. This is an estimate but a definitive number would be given by your surgeon at a face to face consultation as they can measure the area and be more accurate. Surgery is normally based on a Graft basis so prices should be easy to work out for you.

Beard area may restored with HT. You may have  a hair transplant surgery from scalp skin follicular units to beard area with FUE to have facial beard hair.If the patient needs a full face transplantation as in your case , at least 3000-3500 grafts would better to harvest and transplant to cheek areas.When it comes to cost of surgery, there may be many “variables” involved such as the specific surgeon's credentials/experience level (or lack thereof), the specific geographic area of the world or even in same country, different locations etc. you are looking at…  But dont forget that quality and confidence have no price!

It is really too hard to tell from just the pictures. But I would suggest that the cost would be somewhere in the range of $8000 - $10,000 to do a great job of your beard and eyebrows. African hair also requires extra skill and experience so you may need to pay a bit more for the quality. 

Beard fees are similar to hair transplant fee. You generally pay by the graft. Find a doctor who is good at African American hair when you do this
