My original implants were overfilled and caused my skin to stretch away from my sternum. My original surgeon did a revision and stitched the skin down. It never really looked better. I’ve always had a flap or one inch area that stands out. I’ve had my implants removed since and a lift a was told it may get better but it seems to be a bit worse. Can symmastia or pseudo symmastia be corrected in another revision surgery since I no longer have implants and instead have very small breasts?

I would suggest discussing this with your surgeon. Typically, more is added to the expander to give the implant a little more room, unless textured anatomical implants are used.
Although the photo doesn't depict a pronounced case of symmastia, corrective measures are still necessary to establish a safe distance between the implant pockets by suturing the medial space rather than excising tissue. Alternatively, one may opt to replace the implant above the pectoralis...
Typically, keeping the implants behind the muscle gives good support to your implants. Your own tissue is sagging and may need an internal mesh bra for better support. Moving the implants in front will remove the waterfall effect, but you may sag more.
