Can blue veins just suddenly appear under and around eyes?

Peri-orbital reticular veins can be seen involving the lateral aspects of the outer eyes. These are not harmful in any way,but the appearance can annoy some patients. YAG laser treatments are useful, but repeat treatments are often needed and these reticular veins can reoccur.
