Can blue veins just suddenly appear under and around eyes?

I have a blue vein that just appeared overnight around my right eye..Whats the cause of this? I'm very fair skinned and have spider veins on legs. It runs in the family. But I cant deal with veins on the face

There are many that claim to do sclerotherapy for these veins, but I have seen horrific results from this.  My suggestion is to get filler in the forhead to camoflage the veins and do laser and skin care treatments to improve texture and tone, and make these less noticeable.  I used to...
