How did my eyes get smaller & can I make them the size they were?

In your case we must take into account several factors when evaluating the type of procedure that can be done to refresh and rejuvenate your eyes, since the supinator muscle of the eye generates a negative traction force on the eye and it makes the eye tends to close. For the previous reason and your age, I advice you to start with non-surgical treatments that take away some of the strength of the muscle such as botox and you can regain your previous eye size and stop the aging process. I understand your concern over your beautiful eyes as that is something that we all feel as we age. During the process of aging, we lose the elasticity of the skin, along with the deflation of the soft tissue around the eye and increased laxity of the ligaments and tendons that hold the eye shape. This leads to the characteristic loss of "almond shape eyes" as the eyebrows descent over the eyes and the supportive structures of the eye droop causing the eye to appear sunken.
The good news is that you are way to young to have that issue...it is hard to compare photos since they just capture a still shot of you in time and may catch you with eyelids closing. Also if your phone camera is closer to you it can make your face look smaller or bigger depending on the focus length and lighting (as in your example where you have taken your two photos at two different distances from your eye!
So the lesson here is take good care of your skin, stay healthy, avoid the sun, use the exact lighting and distance to take photos of yourself, and seek a board certified plastic surgeon who can diagnose how to help you as you age. A good first step is Botox as it helps maintain the position of the brow in a minimally invasive approach.

Your eyes might be seen relatively small if you had a nose-job during these years, that made the bony part of your nose wider and show your eyes relatively smaller.
